We’re looking for a collaborative Planning Manager to lead a growing, high-impact team, coordinate resources and projects, and help grow our group’s presence through client engagement and business development. This is a hands-on leadership role where you’ll guide the team, take on projects as needed, and make a real difference in the communities we serve.


WHAT YOU’LL DO

Some of your key responsibilities include:

• Lead and manage the Planning group, ensuring projects are delivered on time, within budget, and to high standards.

• Develop and implement group plans aligned with our strategic objectives, including workload planning and staff resource forecasting.

• Mentor, coach, and support team members through performance feedback, development plans, and training initiatives.

• Oversee project resources, timelines, deliverables, and technical reviews to ensure successful completion of assignments.

• Actively participate in business development initiatives—building client relationships, identifying opportunities, and promoting the full suite of services.

• Manage and coordinate complex planning studies, technical reports, and civil engineering support from our land group for large-scale projects.

• Liaise with clients, municipalities, and regulatory agencies to ensure projects meet all compliance requirements.

• Develop and monitor project budgets, approve staff time and expenses, and ensure accurate documentation.

EDUCATION/EXPERIENCE

• Bachelor’s Degree or Technical Diploma in Planning, Civil, Municipal, Environmental Engineering, or a related field, with a minimum of 5 years of relevant experience in any combination of project management, consulting, people management, land development, municipal planning, or related fields.

• OR 10+ years of progressive experience in municipal and land-use planning and management, in lieu of a degree or diploma.

• Registered Professional Planner (RPP) with full MCIP membership, or P.Eng. / P.Tech. designation is considered an asset.

• Authorization to work in Canada.


SKILLS/ABILITIES

• Strong leadership and management skills, with experience coordinating resources, workloads, and project priorities.

• Proven ability to supervise, mentor, and develop team members, fostering collaboration and growth.

• Skilled in project management, including budgeting, invoicing, reporting, and delivering complex assignments.

• Knowledge of municipal planning, land development, and civil engineering principles, with the ability to interpret bylaws, legislation, and construction standards to provide practical recommendations.

• Experience in proposal writing, business development, and client engagement, with the ability to identify opportunities and maintain strong relationships.

• Excellent communication skills for engaging with stakeholders, clients, regulatory bodies, and internal teams.

• Proficient with Microsoft Office, file management systems, and relevant technical software for planning and engineering analysis.

Job Description

We are looking for a Survey Technologist to join our team on a full-time basis, Monday to Friday (40 hours per week).

The Opportunity
The Survey Technologist is responsible for conducting topographic, construction, and as-built field surveys for various civil projects, including land development, municipal engineering, and building construction.

Key Responsibilities
• Collect and assist with topographic survey information using GPS, total station, or drone
technology.
• Provide and assist with construction layout surveys for water, sewer, roadways and earth
moving projects as required using GPS, rod & level, or total station.
• Maintain complete and accurate field notes for survey projects.
• Assist with processing survey data using appropriate control files and coordinate systems.
• Complete site inspection and survey reports daily or as required for each project.
• Assist with site inspections to ensure contractors are constructing work in accordance with design plans and specifications.
• Track construction quantities as support to contract administration for progress payments, as required.
• Collect as-built survey information.
• Assist with the decision-making process in large capital survey equipment purchases.
• Assist as a ground crew member for Unmanned Aerial Vehicle surveys. Pilot for the
Unmanned Aerial Vehicle when required.
• Provide regular verbal project status and progress reports to project managers.

Working Conditions
• Work is mainly in an outdoor environment with some office work.
• Travel outside the city may be required 5% of the time, with some overnight stays.
• Ability to work outside in any weather condition.
• Lifting, hammering, and walking long distances required daily.
• Ability to lift or move up to 50 lbs regularly.

What can you bring?

Education/Experience
• Must be authorized to work in Canada.
• Certificate or diploma in the field of Geomatics, Civil Engineering, or other municipal-type program.
• Minimum 1 year of related experience.
• In the absence of a certificate or diploma, a minimum of 2 years of related experience is required.
• Must have a valid driver’s license and a reliable personal vehicle.

Skills/Abilities
• Working knowledge of survey theory and calculations.
• Working knowledge of Civil 3D.
• Working knowledge of GPS equipment and practices.
• Working knowledge of construction surveying.
• Read and understand project specifications and drawings.
• Ability to understand and follow company document management and revision control
processes.
• Knowledge of computer systems and the ability to work with a variety of software
applications, including file management applications and the Microsoft Office Suite.

Job Description
We are looking for a Project Engineer/Technologist to join our team on a full-time basis, Monday to Friday (40 hours per week).

The Opportunity
The Project Engineer/Technologist is responsible for providing civil engineering consulting for a variety of municipal engineering projects, including planning, design, project management, contract administration and budgeting, for public and private sector clients.
We have different levels of Project Engineers/Technologists at Catterall & Wright. The types of projects and the level of responsibility will be dependent on the candidate’s qualifications.

Key Responsibilities
• Design and manage projects of routine to moderate complexity including complete specification and project manuals for various Civil Engineering
• Gather and/or coordinate the collection of relevant data and information to conduct detailed analysis using acceptable tools and standards
• Prepare technical reports
• Instruct drafter in creating drawings, as required
• Develop and/or update technical documents and/or technical resource tools for internal use, as required
• Ensure internal project management documentation and databases (schedules, prices, client information, client contract, internal engineering budget, proposal scope, etc.) are maintained
• Act as or work with Project Manager by coordinating with contractor on project schedule, cost, deliverables/scope. Ensure these items are well understood and executed as planned
• Liaise with Survey Team, CAD team and other team members to meet construction needs
• Build/retain existing client relationships and seek out new opportunities through communication, meetings and other networking opportunities
• May oversee the work of other project engineers/technologists

What can you bring?
Education/Experience
• Must be authorized to work in Canada
• Bachelor’s degree in Civil, Municipal or Environmental Engineering or Technical Diploma
• Depending on the level of responsibility

  • Level 2:
    â–ª Working towards a Professional Engineer (P. Eng.) or Professional Technologist
    (P.Tech.) designation
    â–ª Minimum of 1 year industry experience
  • Level 3:
    â–ª Professional Engineer (P. Eng.) or Professional Technologist (P.Tech.) designation
    â–ª 5-7 years industry experience
    â–ª An equivalent combination of education and experience may be considered

Skills/Abilities
• Knowledge of municipal infrastructure construction, including but not limited to, water & sewer, roadways, lagoons and site grading projects
• Knowledge and experience in construction processes and sequencing
• Experience with civil engineering principles, specifically in the municipal, transportation, water and/or earth work disciplines, including general civil construction practices
• Ability to interpret design calculation spreadsheets and their intent when troubleshooting historical projects
• Ability to write technical reports
• Good understanding and/or proficiency in project management and contract administration principles
• Knowledge of computer systems and the ability to work with a variety of software applications, including file management applications and the Microsoft Office Suite; XPSWMM or GIS skills an asset
• Familiarity with small-scale drone operation an asset

Co-operative Education Program

We are happy to provide Saskatchewan Polytechnic students with paid work term placements. We have worked with students from the following programs: Civil, Geomatics, Water Resources, Engineering Design & Drafting, and Architectural & Interior Technology. The four to eight month placements allow students to integrate their classroom theory with full time employment experience. Some of the participants of this program are now full time permanent employees at our office.
